WH-347 Statement of Compliance: what each box certifies
Every weekly certified payroll must be accompanied by a signed Statement of Compliance (29 CFR 5.5(a)(3)(ii)). Page 2 of the WH-347 is the usual one; another document with identical wording works too. The current form has six statements.
- Payroll correct and complete, and wage and fringe rates paid — including any credit taken for plan contributions — not less than the wage determination's rates for the work actually performed.
- Records complete and accurate and available to the agency or the Department of Labor.
- Classifications are the work each worker actually performed.
- Apprentices are registered with the DOL Office of Apprenticeship or a recognised State Apprenticeship Agency — with a table of program name, OA or SAA, and classification.
- Fringe benefits paid in cash and/or to bona fide plans — with a table of each plan's name, type, number, funded or unfunded, and the hourly credit claimed per worker.
- Full weekly wages paid, with no rebates or deductions other than the permissible ones in 29 CFR part 3.
Below them come additional remarks (explain “other” deductions there), the certifying official's signature, name, title, phone and email, and the warning that willful falsification may lead to prosecution and debarment.
Wagesheet prints this page with the form's wording, ticks boxes 4 and 5 only when the payroll has apprentices or a plan credit, fills both tables from your file and settings, and writes the remarks for other deductions automatically.
